MdM-BE has been providing medico-psychosocial healthcare to asylum seekers in Croatia since August 2016. Based on this experience, the organisation decided to deploy its activities to Bosnia and Herzegovina (BiH) beginning in May 2019. As implementing partner of United Nations Population Fund (UNFPA), MdM-BE supports women and girls on the move through the provision of mental health and psychosocial support (MHPSS), sexual and reproductive health (SRH) and gender-based violence (GBV) services in Centers for women and girls (CWG). These CWG are based inside of four temporary reception centres (TRCs) that are temporarily accommodating refugees and migrants passing through the Una Sana Canton (USC) area and Sarajevo Canton. From October 2019, MdM-BE started to enhance its presence in the country through by expanding its programme to include Mental Health & Psychosocial Support (MHPSS) services in four transit reception centres (TRCs) in Una Sana Canton and one temporary reception centre in Sarajevo Canton (from end – November 2019).For that purpose, MdM-BE is looking for Programme Manager/Monitoring and Evaluation officer in Bosnia and Herzegovina.
Place of work: Bihać (with regular travels in USC and Sarajevo Canton), BiH
Period of engagement: December 2019 – May 2020
In line with the above mission statement and objectives of the projects, Programme Manager/Monitoring and Evaluation Officer BiH ensures efficient and timely reporting and quality assurance. Programme Manager/Monitoring and Evaluation Officer BiH is also closely supporting (development of) MdM-BE’s presence in BiH in partnership with Field Coordinator BiH and General Coordinator Balkans.
Specific duties and responsibilities:
- Ensure set-up of data collection system (DPI/Kobo), and consistent, appropriate, ongoing use of these systems by teams’ members.
- Develop and oversee the on-going collection of data in KOBO and DPI databases, quality assurance, qualitative data collection system; analysis and reporting on activity outputs/outcomes and program quality
- When needed, attend inter-organisation meetings in Una Sana Canton/Sarajevo Canton, and meetings with other stakeholders. Report conclusions of said meetings to Field coordinator BiH.
- In coordination with Field coordinator BiH, Facilitate organisation of coordination meetings/trainings.
- Support Field Coordinator BiH in identifying potential funding opportunities and developing proposals.
- Lead the preparation, completion, and punctual delivery of progress reports (daily, weekly, interim, final) for institutional donors
- Ensure information accuracy and correct formatting of all reports. Specific tasks to include including reviewing and verifying data from field, editing and formatting
- Provide strategic direction for the development of an effective and efficient monitoring system that measures program performance and achievements; Work closely with the management and field team to develop effective monitoring and evaluation mechanisms.
- Assist in the development of a client response mechanism.
- Monitor program quality through field visits, documentation, and other inputs from MDM-BE’s team members, including the front/line team, MHPSS coordinator, Programme Associate and Admin-Fin team.
- Monthly updates of internal follow-up chart of projects in BiH
- Assist in drafting country strategy for MDM-BE’s MHPSS program.
- Participate in weekly meeting with MdM-BE’s team.
Other tasks:
- If needed, assisting for development/conduction of MdM-BE’s advocacy/knowledge sharing activities (especially regarding health of migrants, access to healthcare for vulnerable groups, violation of human rights, etc.) / MdM-BE’s visibility - such as writing of reports/publications/leaflets/brochures, organisation of public events, raising awareness campaign, face-to-face meetings with key stakeholders, relation with media, etc.
This list is not exhaustive, and candidates must be flexible to take on additional tasks relating to this position as is validated by Field coordinator BiH/ General Coordinator Balkans, based on identified and changing needs. The candidate should be prepared to travel frequently (especially into Una Sana Canton and to Sarajevo). Programme Manager/Monitoring and Evaluation officer must respect code of ethics adhering to principles of confidentiality and impartiality; as well as MDM-BE Charter of values.
Qualifications and Experience:
- University degree humanities, social sciences or similar;
- Demonstrated strong monitoring and evaluation skills,
- Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks with attention to details;
- Experience in set-up/use of data collection systems will be a distinctive asset
- Fluency in written and spoken English. Knowledge of French language would be an asset
Work Experience
- At least 3 years of experience of working internationally in humanitarian programmes;
- Significant years of experience in a Monitoring and Evaluation related role

- Ability to work autonomously and to work under pressure.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
- Fulfilling all obligations to gender sensitivity and zero tolerance for sexual harassment.
- Driving licence “B” category would be an asset.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
